libnixxml: fix build + support cross + enable tests
Run the symlinking of the ./bootstrap script in the preAutoreconf hook.
Remove the tests that are broken and enable testing again.
Put correct dependencies in nativeBuildInputs vs buildInputs vs
checkInputs to support cross-compilation.
