gnome-tour: 0.0.1 -> 3.38.0
* updateScript
* use rust vendor (there's actually no isuse with doing that)
* add libhandy
* Values from /etc/os-release are now used (https://gitlab.gnome.org/GNOME/gnome-tour/-/issues/10)
