biboumi: add optional libraries (including PostgreSQL)
Some of these libraries are entirely optional (but recommended)
according to the documentation. PostgreSQL support wasn’t even added to
Nixpkgs despite technically the NixOS module allowing it.
Note that Botan2, I was not able to get the GCrypt fallback to work
