nixos/crowdsec-firewall-bouncer: add CAP_NET_RAW if needed
Without the `CAP_NET_RAW` capibility, the Crowdsec firewall bouncer
worked for nftables but not for iptables or ipset. For iptables or ipset
we now add the `CAP_NET_RAW` capability so it can open the socket to
ipset.
