nixos/tests/docker-tools-overlay: fix test
- change `virtualisation.docker.storageDriver` from deprecated `overlay`
to `overlay2`. Using `overlay` dockerd fails to start with error:
`ERROR: the overlay storage-driver has been deprecated and removed`
