steamPackages: make customisable
Keep in mind the note in `lib.makeScopeWithSplicing`'s source:
# N.B. the other stages of the package set spliced in are *not*
# overridden.
To globally override `pkgs.steamPackages`, overlay `pkgs` like:
final: prev: { steamPackages = steamPackages.overrideScope …; }
