libpqxx: enable tests, enable structuredAttrs
Unfortunately results in a build failure because of a crash during/after testing.
This seems to be related to the GCC15 update.

Some tests keep failing and it isn't obvious to me how to ensure
postgresql uses a different (client) encoding. So they are disabled for now.
