nixos/wrappers: explicitly set RestrictSUIDSGID = false
This ensures the wrapper setup service has permissions
to create suid/sgid files, even if `DefaultRestrictSUIDSGID`
is set in system.conf. `DefaultRestrictSUIDSGID` is
a new feature coming in systemd 258 [1].
