solana-cli: 2.3.13 -> 3.0.12
Update solana-cli from 2.3.13 to 3.0.12, which includes:
- Version bump and updated hashes
- Added new `agave-watchtower` binary
- Renamed `solana-log-analyzer` to `solana-dos`
- Fixed RUSTFLAGS to allow unused parentheses warnings
- Updated repository URLs in comments
