tiledb: remove unused libpqxx dependency
Not sure why this was added since even during init of tiledb it
doesn't seem like it was depending on this.
Built with __contentAddressed = true; and it ended up being the exact same hash
for both of the builds (with and without libpqxx).
So fairly confident there is no difference.
