virt-manager: Add back gstreamer plugins
Add back gstreamer plugins to virt-manager buildInputs
for spice functionality. This was removed in commit
7c9fe1b04cd7f0b356d229f6d7d97acf40940ff8 and causes spice
display to fail on kde with an error, when GST_PLUGINS_PATH is not set.
Error connecting to graphical console:
Error opening SPICE console: Typelib file for namespace 'GstBase', version '1.0' not found
