alsa-scarlett-mixer: 0.3.3 -> 0.4.0
This update enables support for newer hardware.
I am putting myself down as maintainer, and removing the prior
maintainer, @sebtm, at his specific suggestion.
This seeems reasonable to me as I do own the hardware and therefore
can do some actual testing.
