nixos/activation: use the builder's `sed`
9bfd0d688d442c53db1f17d7b5e48b27bdd715a6 changed this line from
`substituteInPlace` to `sed`, but in the case of cross compilation
that would use the host's `sed`, which isn't necessarily executable by
the build machine.
