procps-ng: switch URL style to (hopefully) fix problems with hash

Not sure why we're seeing that behavior re:fetchFromGitLab,
but for now use a likely-to-be-stable URL instead.
Fixes #39154.
(although the issue warrants some additional investigation IMO)
