separateDebugInfo: enable full Rust debug info
By default, Cargo will only enable line tables. -g enables full debug
info. The RUSTFLAGS environment variable is examined by Cargo,
similar to how the NIX_*FLAGS* variables are examined by our compiler
wrappers.
