libcsptr: fix build with CMake 4.0
Upstream hasn't seen a single commit in the last four years, and there's
no `cmake_minimum_required` present in CMakeLists.txt at all, so setting
CMAKE_POLICY_VERSION_MINIMUM manually it is.
