Revert "python310Packages.h11: 0.13.0 -> 0.14.0"
This reverts commit 2477683031cbed6e6b336ffd1902f1f27ca1060e.
Reckless bumping of h11 broke httpcore and dealing with the fallout
would require bumping httpcore and subsequently other packages, which is
too risky before the branch-off.
