perlPackages.LWP: 6.49 -> 6.67
Moves test dependencies to `checkInputs` to avoid pulling in
HTTP::Daemon, which is now a test requirement, if we're cross compiling
as HTTP::Daemon doesn't build with perl-cross miniperl.
