sapling: teach gen-deps.py script to update Cargo.lock
Upstream Sapling does not maintain a Cargo.lock file, so Nixpkgs has its
own. Teach the gen-deps.py script to update Nixpkgs' Cargo.lock whenever
the Cargo.toml files change.
