stack: pin to hpack-0.36.0
This is necessary to make sure that `stack` distributed from Nixpkgs
uses the same `hpack` version as `stack-2.15.7` as distributed upstream.
This commit fixes the `tests.haskell.upstreamStackHpackVersion` test.
