frigate: migrate to ai-edge-litert interpreter
The combination of tensorflow-bin and onnxruntime in the same Python
interpreter is super fragile. This problem does not seem to exist
with tflite-runtime (used upstream) or ai-edge-litert (the successor
to tflite).
