iniparser: fix cross compilation, enable strictDeps
when cross compiling, stdenv forces `doCheck = false` but does so at
such a late stage that it's only reflected in `finalAttrs.finalPackage.doCheck`,
not the usual `finalAttrs.doCheck`.
