qdigidoc: update eu-lotl and config
else, signing fails with:

2025-11-17T11:20:58Z E [TSL.cpp:263] - TSL EE.xml signature is invalid
2025-11-17T11:20:59Z I [X509CertStore.cpp:56] - Loaded 61 certificates into TSL certificate store.
TSL loading finished
SSL Error: "The issuer certificate of a locally looked up certificate could not be found" QList("DigiCert Global G2 TLS RSA SHA256 2020 CA1")
RIA.SmartID: "SSL handshake failed. Check the proxy settings of your computer or software upgrades."
With these updated, signing works again.
