python312Packages.pythonnet: fix build
- Specify dotnet project file and regenerate dependencies
This fixes the build when csproj files have been stripped, and reduces
the number of dependencies.
- Switch from pypi to github, since the former is stripping out tests
- Remove preConfigure
This is no longer required as the dotnet build hooks configure nuget
correctly for restore during build.
