Simplify definitions of libcs
- Used `stdenvNoLibc` directly in the package files instead of
overriding `stdenv` to it in `all-packages.nix`
- Moved applicable libcs to `pkgs/by-name` (note: not newlib because
it's also accessible via `newlib-nano`)
