orc: 0.4.40 → 0.4.41

Also perform some cleanups:
- Dereference `docbook_xsl` alias with `docbook-xsl-nons`.
- Use `finalAttrs` pattern.
- Use `mesonEnable` instead of conditional flags.
- Avoid inheriting from `lib` just for one use each.
- Move `outputs` under `name` and `postPatch` to imperative section.
- Update changelog link to current Git frontend.
