cpp-netlib: pin boost, unbreak

I tried bumping to unstable (https://github.com/cpp-netlib/cpp-netlib/compare/cpp-netlib-0.13.0-final...552ce94bd91c055f11ba524adf0ca0712063d711) which claims to support boost183, but with no luck.
The cpp-netlib freebsd port notes that cpp-netlib is broken for boost>=1.87, but I could no manage to build it with boost186 even with their settings and clang.
