haskell.packages.*.semaphore-compat: only test on GHC == 9.6.*
semaphore-compat only supports unix >= 2.8.1.0 which is bundled with
GHC >= 9.6. Packages for GHC < 9.6 that depend on semaphore-compat will
need to overrideScope unix, probably. My current hope is that we can
just avoid this whole issue or such packages only conditionally need
semaphore-compat for ghc >= 9.6.
