Fix paths in podman-user-wait-network-online.service
The `Exec` line in `podman-user-wait-network-online.service` references
`sleep` which is not on the path by default. When
`network-online.target` is not reached, it thus spams the log with
`sleep: command not found` (cf. #443423).
