perlPackages.ModuleBuildPluggable: init at 0.10
Add the Perl module `Module::Build::Pluggable`, version 0.10,
generated by `nix-generate-from-cpan`.
I have tested this change per nixpkgs manual section 11.1 ("Making
patches").
