circt: 1.131.0 -> 1.138.0
This commit does a few things.
- Updates circt to the latest version
- Updates the llvm and circt build options to match the official release
- Adds enable_slang_frontend feature flag that is enabled by default
- Updates the check targets
- Adds versionCheckHook
