pythonPackages.Babel: remove glibcLocales and don't set LC_ALL
as we already set
LANG = "${if python.stdenv.isDarwin then "en_US" else "C"}.UTF-8";
in `buildPythonPackage`.
This is related to issue https://github.com/NixOS/nixpkgs/issues/74904
