rocmPackages.meta: remove symlinkJoins pile
These symlinkJoins emulated various possible sets of ROCM_PATH contents,
they were not for use in nixpkgs and for use outside of nixpkgs
it makes more sense to make a symlinkJoin with exactly the packages you
need anyway.
