cargo-llvm-cov: 0.6.14 -> 0.6.17
In releasing 0.6.17, upstream's Cargo.lock published to crates.io no
longer works with `--offline` because it omits a new git dev-dependency,
despite those being permitted by crates.io. Unfortunately, at this
point, it seems like checking Cargo.lock directly into Nixpkgs is the
best (i.e. not overly convoluted) option.
