Also:
- migrate the package to finalAttrs
- fetch sources via fetchFromGitHub to prevent xz-style issues
- add new dependencies cgl and clp, as well as pkg-config to discover
them
- drop link to now fixed https://github.com/coin-or/Clp/issues/130
