python313Packages.tables: switch to pyproject build system
- Switch from format = "setuptools" to pyproject = true
- Replace setupPyBuildFlags with pypaBuildFlags using --config-setting
- Add pkg-config to nativeBuildInputs
- Set HDF5_DIR environment variable
- All 6851 tests pass
