ipxe: drop unnecessary `gnu-efi` dependency
Turns out, iPXE doesn't use GNU-EFI but has its own tools for building
EFI PE binaries with a GNU toolchain, and as for headers it has a
vendored-in copy of EFI headers from TianoCore.
