lolcat: move package to by-name, update bundler, tidy metadata
- Move Gemfile, Gemfile.lock, gemset.nix and default.nix -> pkgs/by-name/lo/lolcat
- Rename default.nix -> package.nix and adjust meta to use lib.* names
- Update Bundler version in Gemfile.lock from 2.5.22 to 2.7.2
- Remove old top-level all-packages entry for lolcat (now provided via by-name)
This groups the package under the by-name namespace, fixes metadata style, and
ensures the lockfile records the newer Bundler version.
