harfbuzz: add flag to correctly install CMake files
Similar to how we already set -DKDE_INSTALL_CMAKEPACKAGEDIR in CMake
builds, Harfbuzz now uses -Dcmakepackagedir to correctly handle both
Nixpkgs split outputs and relocatable installations.
