maintainers/README.md: change name to handle
As per the CONTRIBUTING.md docs the standard is to use the handle not
the name, per refer to:
https://github.com/NixOS/nixpkgs/blob/master/CONTRIBUTING.md#commit-conventions
Updated to ensure the documentation aligns.
