gradle-completion: fix finding by nixpkgs-hammering
* use `installShellFiles` to avoid reinventing the wheel
* use stdenvNoCC.mkDerivation to avoid pulling in a compiler
* use `finalAttrs`
* remove `with lib;` in `meta`
