oxfmt: include `tsgolint` in the `PATH`
when using `oxfmt` in the context of something
like `treefmt-nix` where it is invoked with
`nix flake check`, I noticed that it fails when
`oxfmt` isn't already in the `PATH`.
This commit ensures that `tsgolint` is always in the
`PATH` of the wrapped binary.
