clusternet: downgrade go version to fix build
Using latest go makes following error
```
panic: inlined function github.com/clusternet/clusternet/pkg/hub/apiserver/shadow.(*crdHandler).addStorage.func9.1 missing func info
```
It might be fixed in 0.18.1 or later
