Revert "devenv: disable telemetry by default"
This reverts commit 1aca3c42132e5231776c7199a78d6aec184be729.
Since I'm the maintainer and author of this package, I was never asked
if I agree with this change and I don't.
It's going to make it really hard to improve the generation without
telemetry, otherwise we wouldn't have done it.
