root: 6.36.00 -> 6.36.02 (#424032)
* Update to the newest ROOT patch release.
* Disable `tmva-pymva`, since it doesn't work with recent TensorFlow
versions anyway
* Don't set `gnuinstall=ON` for the ROOT build, because we were
overriding the install paths anyway to what they were with
`gnuinstall=OFF`
