fractal: 6 -> 7
this patch updates fractal to version 7.
this also fixes nix-prefetch-git resolving `rev = "7";` to
`refs/environments/review-jsparber-h-cxnwl8/deployments/2` by using
`rev = "refs/tags/7";` directly.
