python312Packages.moto: disable a flaky test
The test_start_and_fire_timer_decision test case:
- creates a threading.Timer() to fire after 1 second and produce an event;
- sleeps for 1.1 seconds;
- checks that the event happened.
Expecting that threading.Timer() will precisely honor the passed
interval *and* that the machine will be able to complete the scheduled
handler in just 0.1 seconds is not realistic. The test is flaky by
design.
