decoder: pull patch pending upstream inclusion for -fno-common toolchains
Without the change build fails on `staging` as:
ld: decoder.o:(.bss.usageScreen+0x0): multiple definition of
`usageScreen'; errors.o:(.bss.usageScreen+0x0): first defined here
