honggfuzz: Use LLVM 12
Using LLVM 11 results in broken binaries generated by hfuzz-clang,
crashing with error:
UndefinedBehaviorSanitizer failed to allocate 0x0 (0) bytes of SetAlternateSignalStack
Fixes #174118
