libxslt: 1.1.35 → 1.1.36

Additionally:
- Fix installing Python module into a separate output.
- Install gtk-doc documentation for devhelp to `devdoc` output.
- Move the `devman` from `man3` to `devdoc` output.
- Replace `moveToOutput` with more declarative `outputMan`.
